Why try to beat 'em if you can just buy 'em? That's the approach that Questcor Pharmaceuticals (NASDAQ: QCOR  ) is taking. The biotech announced today that it has acquired rights to develop Syncathen and�Synacthen Depot in the U.S. from�Novartis (NYSE: NVS  ) . Questcor is paying $60 million up front and at least $75 million over the next few years, plus potential milestone payments. Shares were up nearly 25% in early trading.

What it means
Questcor appears to be playing both defense and offense with this move. On the defensive front, buying rights to Synacthen makes a lot of sense. Synacthen is a synthetic version of adrenocorticotropic hormone, or ACTH, which is the active ingredient in Acthar.

There's at least one big difference between Acthar and Synacthen, though. Questcor charges $28,000 per vial for Acthar. Synacthen Depot sells for around 3% of the cost of Acthar. You read that right -- Acthar costs 30 times more than the its synthetic rival.

It's the latest in a string of Obamacare facts that illustrate growing discontent with the healthcare law, even among U.S. President Barack Obama's closest allies.

The report, entitled "The Irony of Obamacare: Making Inequality Worse" was released Friday by Unite Here, a hospitality industry union with 300,000 members in the United States and Canada.

Unite Here, like many other unions that have supported President Obama, is unhappy with provisions in the healthcare law that increase costs for members while preventing them access to subsidies available to those using the health insurance exchanges.

"Ironically, the Administration's own signature healthcare victory poses one of the most immediate challenges to redressing inequality," the report says. "Yes, the Affordable Care Act will help many more Americans gain some health insurance coverage, a significant step forward for equality. At the same time, without smart fixes, the ACA threatens the middle class with higher premiums, loss of hours, and a shift to part-time work and less comprehensive coverage."

PacifiCorp is a regulated electric utility company, serving regulated retail electric customers in portions of Utah, Oregon, Wyoming, Washington, Idaho and California. The combined service territory�� diverse regional economy ranges from rural, agricultural and mining areas to urban,! manufact! uring and government service centers. As a vertically integrated electric utility, PacifiCorp owns approximately 10,600 net megawatts (MW) of generation capacity.

MidAmerican Energy Company (MEC) is a regulated electric and natural gas utility company, serving regulated retail electric and natural gas customers primarily in Iowa and also in portions of Illinois, South Dakota and Nebraska. Berkshire�� numerous and diverse manufacturing, service and retailing businesses. Marmon Holdings, Inc. (Marmon) consists of approximately 140 manufacturing and service businesses that operate independently within 11 diverse business sectors. These sectors are distribution services, electrical and plumbing products, industrial products, crane services, engineered wire and cable, transportation services and engineered products, food service equipment, highway technologies, retail home improvement products, retail store fixtures, and water treatment.

Distribution Services supplies specialty metal pipe and tubing, bar and sheet products to markets, including construction, industrial, aerospace and many others. 10 Best Low Price Stocks To Watch Right Now

In the past month, the budget tablet segment experienced a new round of price cuts by major manufacturers. Barnes & Noble (NYSE: BKS  ) initiated this new price war as the company dramatically slashed the prices of its soon-to-be-discontinued Nook HD and Nook HD+ tablets to clear inventory. Other vendors such as Amazon.com (NASDAQ: AMZN  ) and Hewlett-Packard (NYSE: HPQ  ) have followed suit with more modest price reductions.

Margins are already very thin for tablets, with the exception of Apple's iPad. The most recent round of price cuts could mean that the vendors are selling these tablets at a loss to gain market share.

At some point, investors could reasonably wonder whether there is any point to competing in this market. The non-Apple tablet market has already become fully commoditized, with relatively unknown Chinese vendors offering tablets with specifications equal to the top Android tablets at very low price points. There may be strategic reasons for major American tech companies to keep selling budget Android tablets. However, as an investor, I'm skeptical about the benefits of this strategy in light of the difficulty of merely breaking even in the low-cost tablet market.

    Another stock that's starting to trend within range of triggering a major breakout trade is Vical (VICL), which engages in the research and development of biopharmaceutical products based on its DNA delivery technologies for the prevention and treatment of serious or life-threatening diseases. This stock has been hit hard by the sellers over the last six months, with shares off sharply by 65%.

    If you look at the chart for Vical, you'll notice that this stock has been trending sideways and consolidating over the last two months, with shares moving between $1.01 on the downside and $1.35 on the upside. Shares of VICL have started to uptrend over the last few weeks, with shares moving higher from its low of $1.01 to its recent high of $1.35 a share. During that move, shares of VICL have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now taken shares of VICL back above its 50-day moving average of $1.16 share and it's quickly pushing the stock within range of triggering a major breakout trade.

    Traders should now look for long-biased trades in VICL if it manages to break out above some near-term overhead resistance at $1.35 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average action of 1.17 million shares. If that breakout hits soon, then VICL will set up to re-test or possibly take out its next major overhead resistance level at $1.53 a share to its gap-down day high of $1.61 a share. Any high-volume move above those levels will then give VICL a chance to re-fill some of its previous gap-down-day zone from last August that started at $3.70 a share.

    Traders can look to buy VICL off any weakness to anticipate that breakout and simply use a stop that sits just below its 50-day moving average at $1.20 a share or near more support at $1.10 a share. One can also buy VICL off strength once it starts to cle

British authorities announced criminal proceedings against three former ICAP brokers Friday for allegedly manipulating a global financial benchmark used to set rates on trillions of dollars in loans.

The announcement by the Serious Fraud Office alleged the three rigged the London Interbank Offered Rate for yen, the Japanese currency, between August 2006 and September 2010.

The benchmark, popularly known as Libor, is widely used to set rates on mortgages, student loans, car loans, credit cards and some financial derivatives.

The rate-rigging allegations against the former employees of ICAP, the world's largest inter-dealer broker, brings to nine the number of individuals charged in the investigation by British authorities. In all, 13 suspects have been charged by investigators around the world, including the U.S. Department of Justice.
